The ICNL is currently working in Libya, in concert with the UN and other partners to expand the rights of citizens there. "In Qaddafi's Libya the death penalty could be imposed for someone who sought to set up an independent human rights group," Mr. Rutzen says.
In Mexico, the ICNL is helping local partners work to allow human rights organizations to receive tax deductible donations. In China, it's partnering with the Chinese government to create a legal framework for disaster response and clarify the role charities play in it.
"The magic of INCL is that we're really international," Rutzen says. "About 70 percent of our staff comes from the countries and regions in which they work. [For example] when you look at our Russian office, everybody is Russian."
The center is also active in Egypt, where nongovernmental organizations (NGOs) are under intense scrutiny from the new government. "It's really about Egyptian groups and their rights to receive foreign funding," he says.
But the situation in Egypt has broader implications, Rutzen adds.
"Our concern is that this is just the beginning of what may be a prelude to a broader crackdown on Egyptian civil society organizations," he says. "We've also noticed the contagion effect ? that when one country does this and gets away with it other countries become emboldened and start to pass restrictive laws as well.
"Just within the last couple of weeks we're seen crackdowns in places like Zimbabwe. There's a draft law in Bangladesh that just emerged. There's been a media campaign against civil society organizations in Venezuela. And the list goes on and on.
"So we think that there is now a broad movement among a number of countries to restrict civic space."
That "civic space" represents a whole host of associations that are not family or business relationships but are based on common interests ? from a soccer club to a parent-teacher organization to human rights groups.
"It's that whole collection of nonprofit organizations that enrich our lives," he says.

The consumer price index increased 0.2 percent last month, after a flat reading in December, the Labor Department said Friday.
Excluding volatile food and energy, so-called "core" prices ticked up 0.2 percent. A big reason for the increase was that clothing prices jumped 0.9 percent. Medical care, rent and tobacco prices also increased.
Car prices were unchanged, and airfares fell.
Core inflation over the past 12 months moved up to 2.3 percent ? its highest point in more than three years. A steady rise in core prices could limit the Federal Reserve's ability to take steps to boost the economy.
Still, economists said inflation is likely peaking. For example, clothing prices are higher because of spike last year in the cost of cotton. When the impact of the cotton hike fades, clothing costs should level off.
Guy LeBas, fixed income strategist at Janney Montgomery Scott, said the rise in the core reflected a delayed response to those soaring commodity prices.
The report "points to a benign path for inflation for 2012," LeBas said. "Consumer demand is fairly anemic right now ... firms can't raise prices when nobody's buying."
The Fed last month said it plans to hold its benchmark interest rate at a record low near zero until late 2014. If inflation were to rise rapidly, the Fed would come under pressure to increase rates.
A small amount of inflation can be good for the economy. It encourages businesses and consumers to spend and invest money sooner rather than later, before inflation erodes its value.
And modest inflation, combined with recent increases in income, gives consumers more buying power and should add to economic growth.
Retailers are still reluctant to charge more, even as the economy grows at a moderate pace. Many relied on heavy discounting to boost holiday sales last year.
Oil and gas prices have increased again after dropping late last year, though that has been offset somewhat by falling natural gas costs. The average price for a gallon of gas rose to $3.52 on Thursday, up 14 cents from the previous month.
Falling energy and food costs kept wholesale prices in check last month, the Labor Department said Thursday. The producer price index rose 0.1 percent in January, after dropping the same amount the previous month.
The Fed is forecasting that consumer price inflation will remain in check this year. It expects that the inflation gauge it follows will increase by about 1.6 percent in 2012. That's below the Fed's target for inflation of 2 percent.

BRUSSELS ? Some eurozone countries have strong doubts over whether a second massive bailout can actually save Greece, officials said, even as the country rushed to meet tough conditions to qualify for the euro130 billion ($170 billion) rescue.
The concerns being voiced by several financial leaders help explain why, after almost two years of frantic efforts to save Greece from bankruptcy, there is still wrangling over what needs to be done to secure Greece's economic future.
Circumstances have changed since the eurozone agreed on a first euro110 billion rescue for Greece in May 2010.
Several politicians ? especially in rich euro countries like Germany, the Netherlands and Finland ? have grown tired of Greece repeatedly missing budget targets and failing to implement promised cuts, reforms and sales of state assets. There are also concerns that the second, euro130 billion ($170 billion) bailout may not be enough to lift Greece out of its steep recession ? its economy shrank 7 percent in the final quarter of 2011 from a year earlier.
Some policymakers are optimistic that the eurozone is now strong enough to handle a default by Greece ? one of the smallest economies in the currency union, responsible for only about 2 percent of its economic output ? than it would have been two years ago. Other lawmakers, however, are concerned that the shockwaves of a disorderly Greek default would be felt across the rest of Europe and the world's financial markets.
Greece passed a new austerity bill through Parliament this week with spending cuts and reforms demanded by its international creditors before Greece can receive the vital rescue loans. The second bailout is also tied to a euro100 billion debt-relief deal with bondholders, under which the private creditors will swap the bonds they hold for ones with lower values and longer maturity dates.
Greece is running out of time for the deal, as it faces a euro14.5 billion bond redemption in March it cannot afford.
"There are many in the eurozone who don't want us any more," Greece's Finance Minister Evangelos Venizelos told the country's president, Karolos Papoulias, during a meeting to inform him of the latest developments. Greece, Venizelos added, had to persuade the skeptics that the country could stay in the currency union and regain lost ground in reforming its economy.
"We are facing a situation that is particular because we are constantly being given new terms and conditions," the finance minister said.
Venizelos' negative assessment was backed by an official in Brussels.
"There is resentments, mistrust, really bitter debate," said a European official, who has been briefed on recent talks between eurozone finance chiefs. The official was speaking on condition of anonymity because of the sensitivity of the topic.
In Berlin, German Chancellor Angela Merkel's spokesman, Steffen Seibert, sharply rejected a question about market rumors that Germany has decided a Greek bankruptcy is acceptable.
"I can say very clearly for the German government that these rumors are wrong ? there is no such decision by Germany," he said.
Germany was working with others in Europe to find "a practicable way out of the crisis for Greece", he added.
However, tensions between Athens and its creditors remain. A meeting between eurozone finance ministers planned for Wednesday was canceled Tuesday night after Athens failed to deliver in time on demands made the previous week. Eurogroup chairman Jean-Claude Juncker said he was still missing details on how to save an extra euro325 million ($428 million) as well as written assurances by main political party leaders that they will stick to a second bailout program after elections expected for April. The ministers were holding a conference call Wednesday evening instead, and are to meet on Monday.
Officials said the euro325 million ($428 million) should be secured by the end of the day. On the written assurances, Socialist party head George Papandreou sent his letter Tuesday night, officials said. Conservative party leader Antonis Samaras sent his Wednesday.
"We will remain committed to the program's objectives, targets and key policies," wrote Samaras, whose party is most likely to win elections expected in April. However, he said policies might have to be modified in order to help the economy recover from the deep recession it is currently in, although he underlined these would not change the ultimate targets in reforming the economy. But the European official briefed on recent talks said even those assurances may not be enough.
"People don't trust the Greeks and that is the main element," he said.
Adding to that are concerns that the upcoming election campaign will forcibly slow down or hinder implementation.
At their most recent get-together last week, finance chiefs lashed out at their Greek colleague, with Finland's Finance Minister Jutta Urpilainen chewing Venizelos out in front of the cameras over a documents she said still had not been signed.
The perceived humiliation of Greece and the hardship brought on by four years of recession have often sparked violent protests in Athens and other Greek cities. Resentment has grown against Germany and the EU, which are seen as imposing unnecessarily painful cuts.
On Wednesday, a woman identified as an engineer in her 30s working for the Workers' Housing Organization, one of the public bodies to be closed in austerity cuts, stood on a window ledge of the office building and threatened to jump.
"We have a huge problem here," said Harris Gouvropoulos, a workers' representative on the board of the organization that helps workers on low salaries obtain housing. "They have not understood the extent of the problems they have created by shutting down this organization."
After more than four hours, negotiators talked the woman off the window ledge.
Politicians in Athens and Brussels have warned about the negative consequences of a default.
"We do not have a choice between a pleasant or unpleasant option ? but a choice that is between either unpleasant or even more unpleasant solutions," Venizelos said.
But there are still doubts as to whether the bailout will work.
When eurozone leaders tentatively agreed on more aid last October, they pinned down key parameters: By 2020, Greece's debt has to decline to 120 percent of economic output ? the maximum they said was sustainable ? from more than 160 percent currently.
But even with the bailout and the bond swap, the 2020 target could still be missed. Last month, an EU official said a gap of some euro15 billion ($19.6 billion) remained. There are hopes that the European Central Bank, which also holds a substantial amount of Greek bonds, can help fill that gap, but so far the ECB has remained vague on whether and how it would do so.

Besides facing the normal challenges of the summer box office, "Battleship" has a cast full of young actors, like Taylor Kitsch, Brooklyn Decker and pop superstar Rihanna trying to prove their skills in a big-budget movie.
In the case of Rihanna, many skeptics turned their nose up at the idea of the singer making the crossover to acting, but her director on "Battleship," Peter Berg, told MTV News at New York's Toy Fair that she was a natural. "She was great," he said. "She has a very strong part."
Berg insisted that Rihanna's casting was not as unorthodox as many may have thought, citing a whole host of singers who act. He has even had personal experience helping performers make the transition.
"I've always believed in musicians as actors. I had great success with Tim McGraw in 'Friday Night Lights' and 'The Kingdom.' Musicians have been acting since Frank Sinatra won an Oscar for 'From Here to Eternity,' " Berg said. "Barbra Streisand, Kris Kristofferson, the late Whitney Houston, I thought, was tremendous in 'The Bodyguard.' As recently as Mariah Carey in 'Precious,' she was great."
The director thought it was only a matter of time before someone cast Rihanna in a film; he just wanted to be first. "I was surprised no one had ever thought to hire Rihanna," he said. "I was a huge fan of her videos. Obviously she's sexy, but she had this real intensity. I'm like, 'Someone's going to get her.' "
When Berg initially met with Rihanna to talk about "Battleship," it was her attitude that made a lasting impression on him.
"When I met with her, she came in a T-shirt and jeans, no makeup, very natural," he said. "She was like, 'Look, I want to be an actress. Don't kiss my ass. Don't lie to me. Push me. Treat me as you would any other actor. Help make me good.' She is really, really good in 'Battleship.' "

A protein that protects some of our immune cells from the most common and virulent form of HIV works by starving the virus of the molecular building blocks that it needs to replicate, according to research published online in Nature Immunology.
The finding comes from an international team of researchers including scientists from the University of Rochester Medical Center, NYU Langone Medical Center, several institutions in France ? and a graduate student who is a political refugee from Africa and is now at work in a Rochester laboratory, intent on helping his people who have been devastated by the HIV epidemic.
While researchers hope the work will one day lead to a way to make anti-HIV drugs more effective by increasing their potency against the virus, they're also excited about its implications for our knowledge of other pathogens, such as herpes viruses, which use the same machinery within our cells that HIV does to replicate.
"The findings may explain why certain anti-HIV drugs used today are more effective under some circumstances and not others," said Baek Kim, Ph.D., professor of Microbiology and Immunology at the University of Rochester Medical Center and one of three corresponding authors of the paper. "It also provides new insights on how many other viruses that afflict people operate in the body."
The work centers on a protein known as SAMHD1, which is found in white blood cells known as macrophages and related cells known as dendritic cells. Last year scientists discovered that the molecule makes it difficult for HIV-1 to infect macrophages ? cells that specialize in gobbling up and destroying invaders like viruses.
Now researchers have discovered that the molecule cuts off the supply line of the raw material that HIV needs to create DNA and replicate. That raw material, dNTP, comprises the building blocks of DNA, and without it, HIV can't recreate its DNA in our cells.
The team found that SAMHD1 destroys most of these building blocks, making it nearly impossible for HIV-1 to replicate itself where SAMHD1 resides ? the macrophages. Instead, HIV-1 uses the macrophage as a safe haven, surviving in patients for years as it dodges the immune system as well as the drugs designed to kill it. It's thanks largely to its ability to hide out in the body that HIV is able to survive for decades and ultimately win out against the body's relentless immune assault.
The team also discovered how a protein in the other common type of HIV ? HIV-2, which is found mainly in Africa ? knocks out SAMHD1. They found that the protein Vpx destroys SAMHD1, clearing the way for HIV-2 to infect macrophages. While scientists have known that HIV-2 needs Vpx to infect macrophages, they hadn't known precisely why.
Interestingly, while one might think that a virus that is able to replicate itself in crucial cells like macrophages might be more dangerous than one that cannot, that's not the case with HIV. HIV-2 is actually less virulent than HIV-1.
"We don't know precisely how SAMHD1 and Vpx affect the virulence of HIV-1 and HIV-2, but it's something we're actively exploring," said Kim. "In this case, the ability of HIV-2 to replicate more quickly in macrophages does not help it become more virulent."
One possibility is that, like a starving man who becomes more and more desperate for food, the virus ? when faced with a shortage of raw materials ? puts its mutation gear into overdrive, creating more mutations in an effort to circumvent the pathway blocked by SAMHD1. Such constant mutations are one feature of HIV that makes it so challenging to treat patients.
"It makes sense that a mechanism like this is active in macrophages," said Kim. "Macrophages literally eat up dangerous organisms, and you don't want those organisms to have available the cellular machinery needed to replicate. And macrophages themselves don't need it, because they don't replicate. So macrophages have SAMHD1 to get rid of the raw material those organisms need to copy themselves. It's a great host defense.
"The work suggests new ways to target virus replication in macrophages, a critically important cell population that serves as a key reservoir of virus infection and a contributor to HIV-induced disease," added Kim.
At Rochester, Kim was joined in the research by graduate student Waaqo Daddacha, one of two first authors of the paper. A native of the Oromia region of Ethiopia, Daddacha came as a political refugee to the United States. He started out as a computer programmer, then decided to pursue HIV research as a way to help his homeland, where the rate of HIV is one of the highest in the world. As an undergraduate in Minnesota, he visited several laboratories around the nation that focus on HIV, eventually settling on the Kim lab, which he joined four years ago.
"Back home, many people are infected with HIV, and many people are dying because of it. I wanted to contribute to help solve the problem, and that's why I decided to pursue HIV research," said Daddacha, who still has family in Oromia. In Kim's lab he is focusing on understanding drug resistance among HIV patients and on finding ways to limit resistance to make the drugs more effective in patients.

ScienceDaily (Feb. 8, 2012) ? Individual cells modified to act as sensors using fluorescence are already useful tools in biochemistry, but now they can add good timing to their resum?, thanks in part to expertise from the National Institute of Standards and Technology (NIST).
With the added capability to track the timing of dynamic biochemical reactions, cell sensors become more useful for many studies, such as measurements of protein folding or neural activity.
As described in the Journal of the American Chemical Society, a NIST biophysicist working at JILA and a collaborator at the University of Colorado Boulder (CU) developed a microfluidic system that records biochemical reactions over a time span of milliseconds to seconds in living human cells modified to act as FRET (fluorescence resonance energy transfer) sensors.
The fast, flexible system uses lasers to measure sensor signals at two points in time at a rate of up to 15 cells per second. Statistical data, such as the average value of the FRET response for thousands of cells, can be collected in minutes.
"Our system is the first one that measures FRET response times at the single-cell level, while at the same time measuring over many cells," says JILA Fellow Ralph Jimenez, whose research group built the optics, microfluidics, electronics and other hardware.
JILA is a joint institute of NIST and CU. Jimenez is collaborating with Amy Palmer, an assistant professor in CU's Department of Chemistry and Biochemistry, who handled the molecular design and cell-biology aspects of the project.
The FRET technique relies on reactions that occur between large biological molecules in close proximity to each other. One molecule absorbs light energy from a laser and transfers this energy to the nearby acceptor molecule. The acceptor molecule then releases this energy as light (fluorescence) at a characteristic wavelength that is different from the original laser light. Measurements of this fluorescence indicate the extent of the energy transfer. FRET can be used to study many types of cellular processes. In these experiments, the researchers were interested in the type and concentration of metal ions within cells, which can affect important cell processes. The JILA/CU experiments used cells genetically modified to take up particular metal ions and signal changes in their concentrations by altering the FRET signals.
The researchers made a microfluidic device with a flow-control valve system that mixes cells and metal-containing chemicals in just a few milliseconds. The cells then pass single file through two blue laser beams that excite the FRET fluorescence signal at different locations in the device. With precise flow control and flexible device design, cell travel time between the two locations can be varied from 1 millisecond to 10 seconds. Scientists measure the FRET signal changes within individual cells between the two locations.
"FRET is an important measurement technique used in bio-imaging, so it's great that NIST could begin to contribute to measurements of the fidelity of FRET-based sensors," Jimenez says. "We have a lot more work planned for the future with this instrument."
The project is part of the research team's effort to develop cell sensors with improved optical, physical and chemical properties and to enable detection of very faint signals in living cells. The work was supported in part by a CU-NIST seed grant, the National Institutes of Health and the National Science Foundation.
