Microsoft patents method for streaming software, games

The new Microsoft tablet, Surface, could have streaming software

Anyone with a computer or a smartphone has likely streamed video at some point, whether it's been to watch the latest goofy self-help video on YouTube or to follow breaking news feeds from the other side of the world.

Now Microsoft wants to stream the software you use every day.

The Redmond software company was awarded a patent Thursday for technology that would allow people to use Microsoft?s software without having to download it onto whatever device they?re using.

The patent application describes a way to make software, such as Microsoft Word or a video game, available in pieces to the person using at that moment, and to predict what parts the person will want next.

?In order to make efficient use of finite transmission bandwidth, the platform attempts to predict which component(s) are likely to be used next, and then uses otherwise idle resources to download those components in advance of an actual request for their use,? the patent states.

While the patent application uses a video game as an example, it also states ?almost any software theoretically could be modularized in this fashion.?

The technology seems to rely on a user?s predictability. So, for example, if you use Word the way most people use Word, you?d be all set. But if you?re building macros and creating complicated tables, this might not be a good solution.

With Microsoft?s recent announcement that it has developed a tablet to compete with Apple?s iPad and Amazon?s Kindle Fire, it?s easy to see how a streaming software or gaming system could be appealing. It would take up far less space on a device with limited storage, but would be available as long as the user is connected to the internet.

And who?s not connected these days?

(AP) ? A raging Colorado wildfire that forced tens of thousands to flee destroyed an estimated 346 homes this week, making it the most destructive fire in the state's history, officials said.

From above, the destruction becomes painfully clear: Rows and rows of houses were reduced to smoldering ashes even as some homes just feet away survived largely intact.

On one street, all but three houses had burned to their foundations, said Ryan Schneider, whose home is still standing in a neighborhood where 51 others were destroyed.

"I was real happy at first. My wife was happy," he said. "The emotion of seeing the other homes, though, was instant sadness."

While the aerial photos showed the scope of one of the worst fires to hit the American West in decades, they did little to help ease the concerns of many residents who still did not know the fate of homes.

Amid the devastation in the foothills of Colorado Springs, there were hopeful signs. Flames advancing on the U.S. Air Force Academy were stopped and cooler conditions could help slow the fire.

Colorado Springs Mayor Steve Bach said the 346 estimate could change. A fire in northern Colorado, which is still burning, destroyed 257 homes and until Thursday was the most destructive in state history.

For now, Bach said, the news of the destruction would make it very difficult for the city about 60 miles south of Denver.

"This is going to be a tough evening, but we're going to get through it," Bach said. "This community is going to surround them with love and encouragement ... We will move forward as a community."

More than 30,000 people frantically packed up belongings Tuesday night as the flames swept through their neighborhoods. While there's no indication yet the blaze claimed any lives, fire officials said they would search each home looking for possible remains.

Community officials were planning to begin the process of notifying residents Thursday that their homes were destroyed. For many residents, the official notification was a formality.

Residents recognize their street on aerial pictures and carefully scrutinize the images to determine the damage. Photos and video from The Associated Press and the Denver Post showed widespread damage.

Colorado Springs, the state's second-largest city, is home to the U.S. Olympic Training Center, NORAD and the Air Force Space command, which operates military satellites. They were not threatened.

Conditions were still too dicey to allow authorities to begin trying to figure out what sparked the blaze that has raged for much of the week and already burned more than 29 square miles.

President Barack Obama was to tour fire-stricken areas Friday as hundreds of locals and some tourists who were staying at Red Cross shelters hoped life would return to normal. Other stayed with friends and family.

Bill and Lois Bartlett said they believe their neighborhood was spared, but remained wary as they waited at a YMCA shelter set up by the Red Cross.

"I've been through a lot of stuff like this before but not in civilian life," said Bill Bartlett, who flew B-17 bombers during World War II.

His wife Lois said the Red Cross bought them two special cots to make them more comfortable but still found staying at the shelter difficult. "You don't have any privacy. You can't look at TV and get the news," she said.

The weather forecast offered some optimism for firefighters to make progress, with the temperature expected to reach into the mid-80s ? about 5 degrees cooler than Wednesday ? and humidity 15 to 20 percent, about 5 points higher. Winds were forecast to be 10 to 15 mph.

As of mid-day Thursday, the fire was only 10 percent contained. The cost of fighting the blaze had already reached $3.2 million.

The fire blackened up to 50 acres along the southwest boundary of the Air Force Academy campus, said Anne Rys-Sikora, a spokeswoman for the firefighters. No injuries or damage to structures ? including the iconic Cadet Chapel ? were reported.

Fort Carson, an Army infantry post about 15 miles from the academy, sent 120 soldiers along with bulldozers and other heavy equipment to help clear a line to stop the fire on the academy. Rys-Sikora said the academy was not getting a disproportionate share of equipment and firefighters.

The Flying W Ranch, a popular tourist attraction near Colorado Springs, was severely damaged in the blaze. But authorities let people into the area to check on cattle. John Hendrix, who volunteers at the Flying W, said 47 animals were accounted for.

"Some of them are pretty scorched up, but they are still there. We didn't lose one," Hendrix said.

Among the fires elsewhere in the West:

? A 72-square-mile wildfire in central Utah has destroyed at least 56 structures and continues to burn with just 15 percent containment, authorities said. Officials expected the damage estimate to rise as they continue their assessment.

? The smaller fire near St. George started Wednesday and had grown to 2,000 acres by midnight, forcing some residents to evacuate. The fire was burning about three miles north of Zion National Park. At least eight structures were destroyed.

? Fire crews in southeastern Montana used a break in the weather to dig containment lines around two wildfires that have burned 200 square miles and dozens of homes. The improved conditions led to residents clamoring to be let back in to check their properties and assess the damage, but authorities kept evacuation orders in place for hundreds of people.

? A wildfire in the Bridger-Teton National Forest has grown from about 12,000 acres to 23,000 acres, or nearly 36 square miles, officials said.

? In northern Colorado, about 1,900 people were being allowed back into their homes Thursday more than two weeks after a devastating fire erupted. The fire killed one woman and destroyed 257 homes, a state record.

Supernova Could Have Caused Mysterious 'Red Crucifix' in Sky in 774 A.D.

An eerie "red crucifix" seen in Britain's evening sky in ad 774 may be a previously unrecognized supernova explosion ? and could explain a mysterious spike in carbon-14 levels in that year's growth rings in Japanese cedar trees. The link is suggested today in a Nature Correspondence by a US undergraduate student with a broad interdisciplinary background and a curious mind.

A few weeks ago, Jonathon Allen, a biochemistry major at the University of California, Santa Cruz, was listening to the Nature podcast when he heard about a team of researchers in Japan who had found an odd spike in carbon-14 levels in tree rings. The spike probably came from a burst of high-energy radiation striking the upper atmosphere, increasing the rate at which carbon-14 is formed (see 'Mysterious radiation burst recorded in tree rings').

But there was a problem: the only known causes of such radiation are supernova explosions or gigantic solar flares, and the researchers knew of no such events in ad 774 or 775, the dates indicated by the tree rings.

Intrigued, Allen hit the Internet. "I just did a quick Google search," he says.

His long-standing interest in history was helpful, he notes. "I knew that going that far back, there's very limited written history," he says. "The only things I'd ever seen or heard of were religious texts and 'chronicles' that listed kings and queens, wars and things of that nature."

His search found the eighth-century entries in the Anglo-Saxon Chronicle at the Avalon Project, an online library of historical and legal documents hosted by Yale University in New Haven, Connecticut. Scrolling down to the year ad 774, Allen found a reference to a "red crucifix" that appeared in the heavens "after sunset".

Hidden in the heavens
"It made me think it's some sort of stellar event," Allen says. Furthermore, he notes, the redness might indicate that the source was hidden behind a dust cloud dense enough to scatter all but a small amount of red light. Such a cloud might also prevent any remnants of the proposed supernova being seen by modern astronomers.

Scientists in the field are impressed. Geza Gyuk, an astronomer at Chicago's Adler Planetarium in Illinois, who has used the Anglo-Saxon Chronicle to investigate past astronomical events, says that Allen might be on to something. "The wording suggests that the object was seen in the western skies shortly after sunset," he says. "That would mean that it would have moved behind the Sun [where it could not be seen] as Earth orbited the Sun. That, along with the dimness of the 'new star' due to dust would go a long way to explaining why no one else would have seen or recorded the event."

Nevertheless, says Donald Olson, a physicist with an interest in historical astronomy at Texas State University in San Marcos, "Early chronicles can be difficult to interpret in an unambiguous way."

As far back as 1870, he says, John Jeremiah published an article in Nature that referred to the same wording from the Anglo-Saxon Chronicle. Jeremiah proposed then that it might have been an early description of the Northern Lights.

"Another possible explanation could be an ice-crystal display," adds Olson, noting that the red "crucifix" could have been formed by sunset light illuminating high-altitude ice particles in both vertical and horizontal bands of light.

But, it could also have been a previously unrecognized supernova. Plenty of supernovae now known to astronomers "are simply missing" in the historical record, says Gyuk. "The sky is a large place and the historical record is not very good."

Hatch overcomes tea party challenge to win primary

SALT LAKE CITY (AP) ? Sen. Orrin Hatch won the GOP primary in Utah on Tuesday, handily turning back a challenge from tea party forces hoping to jolt the Republican Party again by defeating an incumbent who occasionally strayed from the movement's focus on shrinking the federal government.

Tea partiers had more success in Oklahoma, where political newcomer Jim Bridenstine upset five-term Republican Rep. John Sullivan. Bridenstine ran to Sullivan's right and criticized the incumbent for missing hundreds of House votes in the past decade.

Sullivan seemed to be caught off guard by the closeness of the race, acknowledging recently that he had ignored the potential of a defeat for too long. He had won his five previous elections by gaining an increasingly larger percentage of the vote. In June 2009, Sullivan checked himself into the Betty Ford Center in California to combat alcoholism, and Bridenstine said during the campaign that Sullivan's history of "substance abuse" made him unfit for office.

Until this summer, Hatch, 78, had not faced a primary challenge since winning office in 1976. Former state Sen. Dan Liljenquist, who survived a 2008 plane crash in Guatemala that killed 11 of 14 on board, won just enough support at the state GOP's nominating convention to advance to the primary.

But Liljenquist faced an overwhelming financial and organizational disadvantage. Hatch, learning from the defeat two years ago of his Senate colleague Robert Bennett, spent about $10 million blanketing the airwaves and building a campaign operation unlike anything Utah had seen before.

Hatch's race was the premier event in Tuesday's primaries. In New York, 82-year-old Rep. Charlie Rangel won the Democratic primary in spite of a House censure 18 months ago for failing to pay all his taxes and for filing misleading financial disclosure statements.

A few months ago, Hatch was considered vulnerable like Bennett and six-term Republican Sen. Richard Lugar, who lost in last month's Indiana GOP primary. But Hatch got a huge endorsement from Republican presidential candidate Mitt Romney, who said he would need Hatch in the Senate if he wins the presidency.

Romney easily won his final presidential primary Tuesday as GOP voters in Utah relished the chance to show their support for the Brigham Young University graduate.

Hatch seemed to have an answer to every criticism in his quest for a seventh term. For those who said that 36 years in office was enough, he said that he wouldn't be running again if it weren't for the opportunity to serve as chairman of the Senate Finance Committee if the GOP wins control of the Senate. He also announced it would be his last term.

For those who said he wasn't conservative enough, he gravitated to the right with his comments and his votes, scoring a 100 percent rating from the American Conservative Union in 2010 and 2011. His lifetime rating of 89 percent from the ACU would place Hatch among the Senate's most conservative lawmakers, but Hatch at times took stands that didn't sit well with the right. He worked with the late Sen. Edward M. Kennedy to establish a health insurance program for poor and moderate-income children. He also voted to establish a prescription drug benefit under Medicare and to rescue financial firms facing bankruptcy without government help.

Hatch told supporters he had taken nothing for granted and that Liljenquist had run a strong race.

"I have never won an election without giving it my all," Hatch said.

Liljenquist, 37, a relative newcomer to the Utah political scene, seized on voters' concerns about the growing national debt and tried to make the case that Hatch had been a major contributor to that debt.

Hatch was widely viewed as most vulnerable when about 4,000 GOP stalwarts gathered at the state's nominating convention in April. Delegates at the convention tend to be more conservative than the GOP electorate, and the Hatch campaign team spent months trying to generate a new crop of delegates. That work paid off. In the end, Hatch won 59.2 percent of the delegates, just shy of the 60 percent he needed to avoid a runoff with Liljenquist.

The Hatch campaign included many of the state's top political consultants and strategists. It also hired some of the tea party activists who had helped generate Sen. Mike Lee's victory two years ago.

A political action committee called FreedomWorks for America spent about $900,000 trying to defeat Hatch. Russ Walker, national political director for the super PAC, said his organization believes it did the right thing by taking on the incumbent. He noted that Hatch's voting record and rhetoric had become more conservative over the past two years.

"If that's who he has become, then I think we've succeeded even if we weren't able to replace him," Walker said.

Support for the tea party movement in Utah appeared to weaken over the past two years, which played in Hatch's favor, said Quin Monson, director of the Center for the Study of Elections and Democracy at Brigham Young University. In 2010, when Bennett lost, nearly three-quarters of GOP voters in Utah viewed the tea party favorably. Now, less than half do.

"The tea party in Utah hit its high-water mark in 2010," Monson said.

With the primary victory, Hatch was a huge favorite to win the general election in November against Democratic candidate Scott Howell.

Researchers at the California Institute of Technology (Caltech) have been able, for the first time, to watch viruses infecting individual bacteria by transferring their DNA, and to measure the rate at which that transfer occurs. Shedding light on the early stages of infection by this type of virus?a bacteriophage?the scientists have determined that it is the cells targeted for infection, rather than the amount of genetic material within the viruses themselves, that dictate how quickly the bacteriophage's DNA is transferred.

"The beauty of our experiment is we were able to watch individual viruses infecting individual bacteria,"says Rob Phillips, the Fred and Nancy Morris Professor of Biophysics and Biology at Caltech and the principal investigator on the new study. "Other studies of the rate of infection have involved bulk measurements. With our methods, you can actually watch as a virus shoots out its DNA."

The new methods and results are described in a paper titled "A Single-Molecule Hershey?Chase Experiment," which will appear in the July 24 issue of the journal Current Biology and currently appears online. The lead authors of that paper, David Van Valen and David Wu, completed the work while graduate students in Phillips's group.

In the well-known 1952 Hershey-Chase experiment, Alfred Hershey and Martha Chase of the Carnegie Institution of Washington in Cold Spring Harbor convincingly confirmed earlier claims that DNA?and not protein?was the genetic material in cells. To prove this, the researchers used bacteriophages, which are able to infect bacteria using heads of tightly bundled DNA coated in a protein shell. Hershey and Chase radiolabeled sulfur, contained in the protein shell but not in the DNA, and phosphorous, found in the DNA but not in the protein shell. Then they let the bacteriophages infect the bacterial cells. When they isolated the cells and analyzed their contents, they found that only the radioactive phosphorous had made its way into the bacteria, proving that DNA is indeed the genetic material. The results also showed that, unlike the viruses that infect humans, bacteriophages transmit only their genetic information into their bacterial targets, leaving their "bodies" behind.

"This led, right from the get-go, to people wondering about the mechanism?about how the DNA gets out of the virus and into the infected cell," Phillips says. Several hypotheses have focused on the fact that the DNA in the virus is under a tremendous amount of pressure. Indeed, previous work has shown that the genetic material is under more pressure within its protein shell than champagne experiences in a corked bottle. After all, as Phillips says, "There are 16 microns [16,000 nanometers] of DNA in a tiny 50-nanometer-sized shell. It's like taking 500 meters of cable from the Golden Gate Bridge and putting it in the back of a FedEx truck."

Phillips's group wanted to find out whether that pressure plays a dominant role in transferring the DNA. Instead, he says, "What we discovered is that the thing that mattered most was not the pressure in the bacteriophage, but how much DNA was in the bacterial cell."

The researchers used a fluorescent dye to stain the DNA of two mutants of a bacteriophage known as lambda bacteriophage?one with a short genome and one with a longer genome?while that DNA was still inside the phage. Using a fluorescence microscope, they traced the glowing dye to see when and over what time period the viral DNA transferred from each phage into an E. coli bacterium. The mean ejection time was about five minutes, though that time varied considerably.

This was markedly different from what the group had seen previously when they ran a similar experiment in a test tube. In that earlier setup, they had essentially tricked the bacteriophages into ejecting their DNA into solution?a task that the phages completed in less than 10 seconds. In that case, once the phage with the longer genome had released enough DNA to make what remained inside the phage equal in length to the shorter genome, the two phages ejected DNA at the same rate. Therefore, Phillips's team reasoned, it was the amount of DNA in the phage that determined how quickly the DNA was transferred.

But Phillips says, "What was true in the test tube is not true in the cell." E. coli cells contain roughly 3 million proteins within a box that is roughly one micron (1,000 nanometers) on each side. Less than 10 nanometers separate each protein from its neighbors. "There's no room for anything else," Phillips says. "These cells are really crowded."

And so, when the bacteriophages try to inject their DNA into the cells, the factor that limits the rate of transfer is how jam-packed those cells are. "In this case," Phillips says, "it had more to do with the recipient, and less to do with the pressure that had built up inside the phage."

Looking toward the future, Phillips is interested in using the methods he and his team have developed to study different types of bacteriophages. He also wants to investigate various molecules that could be helping to actively pull the viral DNA into the cells. In the case of a bacteriophage called T7, for instance, previous work has shown that the host cell actually grabs onto the DNA and begins making copies of its genes before the virus has even delivered all the DNA into the cell. "We're curious whether that kind of mechanism is in play with the lambda bacteriophage," Phillips says.

The current findings have implications for the larger question of how biomolecules like DNA and proteins cross membranes in general, and not just into bacteria. Cells are full of membranes that divide them into separate compartments and that separate entire cells from the rest of the world. Much of the business of cellular life involves getting molecules across those barriers. "This process that we've been studying is one of the most elementary examples of what you could call polymer translocation or getting macromolecules across membranes," Phillips says. "We are starting to figure out the physics behind that process."

Genetic researchers have made an important step towards resolving the mystery of the causes of intrauterine fetal demise (IUFD), or stillbirth, where a baby dies in the womb after the 14th week of gestation. IUFD is responsible for 60% of perinatal mortality and occurs in about one in every two hundred pregnancies in Europe. Up to half of these stillbirths are unexplained. Now scientists from Italy, Germany, and the US have found that up to 8% [1] of these unexplained deaths may be caused by specific genetic heart conditions.

Ms Alice Ghidoni, a PhD student at the University of Pavia, Italy, will tell the annual conference of the European Society of Human Genetics June 26 that the group's research shows for the first time that cardiac channelopathies, hereditary diseases in which the heartbeat rhythm is disturbed, were likely to have played a causative role in some IUFD deaths . "Since we knew that 10-15% of sudden infant death syndrome cases carry genetic variants associated with long QT syndrome or Brugada syndrome[2], we decided to investigate whether sudden death due to malignant arrhythmias could underlie some cases of IUFD as well," she will explain.

The researchers carried out molecular screening of stillborn fetuses where the cause of death remained unexplained after extensive post-mortem investigation. Informed consent was obtained from the parents. They looked for mutations of three genes, two of them involved in long QT and one in both long QT and Brugada syndromes, and found three disease-causing variants that were present in the IUFD cases, but absent in more than 1000 ethnically-matched controls.

Genetic testing is still quite rare in IUFD, but it is an important tool for uncovering the causes of unexplained death, says Ms Ghidoni. "The most common causes of fetal death are chromosomal abnormalities, infections, fetal-maternal haemorrhages, and maternal diseases," she says. "Most of these are relatively easy to identify. Since genetic screening is a long, expensive and complicated procedure, currently it is not routinely performed in cases where an autopsy has not shown the cause of death. However, such molecular investigation could be very useful to identify specific genetic defects occurring in the family, so that future pregnancies can be monitored with close clinical follow-up. In some cases, life-saving treatment could be given."

Identification of a fetus with a gene mutation for a cardiac channelopathy allows for treatment for the mother with drugs such as beta-blockers, the same treatment that is given to adults who have been identified with long QT syndrome.

Because the research was carried out by scientists from a number of different centres and countries, it was not possible to systematically collect parental DNA. However, as part of the planned expansion of the investigation, the researchers now intend to enlarge the study population further and to collect DNA from all family members. Cardiac channelopathies run in families, so genetic testing will be able to identify not just those parents who are at risk of an affected pregnancy, but also all family members who may be unaware that they have a potentially fatal heart condition.

"We have also identified new candidate genes which may be linked to cardiac channelopathies, and we will investigate them in our follow-up work," says Ms Ghidoni. "Our current work shows that nearly 3% of IUFDs may be caused by a genetic variant with a cardiac disease-causing role, and another 5% by a variant that may predispose to disease. We believe that the new candidate genes may enlarge this field yet further. This is vitally important because we can then depict a clear picture of arrhythmic risk in perinatal life, both before and after birth.

"We believe that it is very important to increase knowledge of these genetic disorders among paediatric cardiologists and gynaecologists and that genetic testing should be included in post-mortem analysis. Many more lives can be saved if there is sufficient awareness of these devastating conditions among healthcare professionals, as well as among the affected families who in many cases have already suffered enough," Ms Ghidoni will conclude.

Iraq cleric: Government reforms need PM's ouster

NAJAF, Iraq (AP) ? The firebrand Iraqi cleric whose followers make up a crucial swing vote said Sunday the prime minister must resign as a first step to pull Iraq out of the morass that has all but paralyzed its government.

Speaking to reporters from his headquarters in the holy Shiite city of Najaf, cleric Muqtada al-Sadr said he would not bow to pressure from Iran and other Shiite religious leaders to continue supporting Prime Minister Nouri al-Maliki. He joins Sunni and Kurdish officials who seek to oust al-Maliki, a Shiite, in the first major Shiite defection against the premier.

Al-Sadr accused al-Maliki's government of keeping Iraq's minorities away from power and failing to fix legal systems and other public services. He said he would direct his party's 40 lawmakers to support a no-confidence vote against al-Maliki if he is sure other political blocs in parliament will provide the rest of the 163 votes needed.

"The reforms are main goal, and the no-confidence vote is the beginning of the reforms," al-Sadr said in a rare and wide-ranging hour-long news conference. "And like ablution before prayers, reforms cannot happen without pressuring the government."

He added, "If the head is reformed, everything beyond it is reformed."

His declaration delivers a sharp blow to al-Maliki's efforts to hold on to power. Al-Sadr's followers are the first major Shiite party to take sides against al-Maliki.

Al-Maliki media adviser Ali al-Moussawi declined to comment on al-Sadr's statements. The prime minister's aides have previously predicted any vote to replace al-Maliki would fall short ? as has Iraqi President Jalal Talabani, a Kurd.

Two other top Iraqi politicians ? Kurdish regional president Massoud Barzani and the parliament speaker, Osama al-Nujaifi, a Sunni, are pushing for al-Maliki to resign.

Political tensions that pit Iraq's main political coalitions against each other have been simmering for years. They split largely along religious and ethnic lines within days of U.S troops leaving Iraq last December. Al-Maliki's critics say he is using the government to settle old scores with Sunni Muslims after decades under Saddam Hussein's regime, and to prevent Kurds from raking in huge oil revenues at the expense of Baghdad.

The prime minister's supporters deny he has let personal politics dictate government policy, pointing to Sunni and Kurdish officials in his Cabinet as evidence that he is inclusive.

Months of speculation that al-Sadr would defect from a political coalition that al-Maliki cobbled together to keep his job after falling short in the 2010 national election, have spurred widespread fears that would cause an irreparable fracturing among Iraq's majority Shiites.

In recent weeks, al-Sadr has been summoned to Iran to discuss the political situation in what was seen as pressure by Tehran to remain with al-Maliki. One of al-Sadr's mentors, Grand Ayatollah Kazim al-Haeri, has urged him to avoid dividing Iraq's Shiites over political disputes and published a fatwa, or religious edict, forbidding support for secular politicians in Iraq's government.

On Sunday, al-Sadr said that he respects al-Haeri's opinion but that since Iraq's constitution is based on Islamic law, any secular leader would have to follow it. He also dismissed suggestions he could be swayed by Tehran.

"You know me," he chided the journalists. "If I insist on an opinion, no one can influence me, not Iran or any other."

Al-Sadr seemed comfortable with the media, whom he called to his office to express support for press freedoms. Over the last 18 months, he has returned to Iraq and launched something of a charm offensive as he gains political clout.

He denounced a new attempt by the government to shut down at least 44 news organizations in Iraq that officials said have failed to properly license their operations. The list newspapers, radio and television stations targeted for shutdown was compiled a month ago but became public only on Sunday.

An Iraqi press freedom group called it a warning to the media that threatens the future of Iraq's fledgling democracy.

"It is a government message to the media outlets that if you are not with us, then you are against us," said Ziyad al-Aajely, head of the Journalistic Freedoms Observatory.

Safaa Rabie, head of Iraq's Communications and Media Commission that regulates the news media, denied that. "It is an organizational matter, not a crackdown on the press," he said.

Most of the targeted media outlets are based in Iraq, although foreign broadcasters, including the BBC and Voice of America, were on the list as well as the U.S.-funded Radio Sawa. Voice of America does not operate from Iraq, and the BBC has significantly pared down its staff.

An official at Radio Sawa said it does have a license and could not explain Sunday why it had been singled out.

"We were surprised ... because we think that we work in accordance with all Iraqi laws," Sawa deputy director Salah Nasrawi said. "Bureaucracy and the delays in the government offices might be behind this."
